California Education Code Section 35186(f) authorizes the filing of complaints with the school principal concerning the following:

There should be sufficient textbooks and instructional materials. That means each pupil, including ELL learners, must have a textbook or instructional materials, or both, to use in the class and to take home to complete required homework assignments.

School facilities must be clean, safe, and maintained in good repair. Good repair means that the facility is maintained in a manner that assures that it is clean, safe and functional as determined by the Office of Public School Construction.

To file a complaint regarding the above matters, the complaint should be filed with the school principal in the school’s office.

Every school will provide sufficient textbooks and instructional materials.

Our schools will be clean, safe, and in good repair! Good repair means that schools are maintained, in a manner that assures they are clean, safe, and functional as determined by the Office of Public School Construction.

Our classroom teachers will have the proper credential and subject matter training to teach the class, including English Language Learners.

Each classroom will be assigned a teacher and not a series of substitutes or other temporary employees.
These are requirements under the Williams vs. State of California settlement (Williams Uniform Complaint Process Education Code Section 35186(f)).
